8th Local Government Asset Management Conference
In May 2005 Peter McKinlay gave a paper to this conference on Practical Implications of the Strategic Linkages Between the LTCCP and AMP. The paper took a strategic perspective looking particularly at the implications of the statutory obligation to promote the four wellbeings. One question which he posed to conference delegates was whether it was now lawful for councils to adopt policies (for example pricing for water services) that might have a detrimental impact on the environment when councils have a statutory obligation to promote environmental wellbeing. Local Government Outcomes Project
In December 2004 we completed a report for Local Government New Zealand and co-funders on community outcomes. It highlighted a number of opportunities for local government, central government, and for other key stakeholders including business, the voluntary/community sector and Iwi. It also emphasised the very real potential of the community outcomes process to lift performance in both economic and social development.

Our outcomes work continues. We are currently working on the development of positive ageing strategies within the districts of two local authorities. The objective is to show how a strategic planning process can be used to respond to community outcomes. The work has a strong strategic focus, recognising the implications of demographic change and the probability that older people will be major contributors to economic activity. It also seeks to combine a bottom-up, community on, process with one which can comfortably engage with specialists stakeholders such as employers, the Department of Labour, DHBs etc.
